Anna Masutti

Anna Masutti is Full Professor of Air and Space Law at the University of Bologna and a Partner at RPLT, with more than twenty years' experience in aviation, space, transport and infrastructure law. Internationally recognised as one of Italy's leading legal experts in the governance and regulation of the space sector, she has advised European institutions, governments, public authorities and major aerospace companies on the legal frameworks governing satellite systems, aviation, unmanned aircraft, transport innovation and the New Space Economy. She has contributed to the development of European space and aviation policy through collaborations with the European Commission, the European Space Agency (ESA), the European Union Agency for the Space Programme (EUSPA), EUROCONTROL and SESAR. In this context, she has led legal and regulatory initiatives concerning satellite governance, U-space, EGNOS and Galileo, automated systems, public procurement, certification and emerging space technologies. Alongside her academic career, she has held a number of senior institutional and corporate positions. She is a former Chair of Rete Ferroviaria Italiana (RFI) and a former member of the Italian National Flight Safety Agency. She currently serves as Vice-Chair of Interporto Bologna and is a member of the Research Committee of the OECD International Transport Forum. A prolific author and editor in the fields of aviation and space law, she is Co-Chair of the International Bar Association's Air Law Committee, a member of the Board of the European Air Law Association (EALA), and Director of The Aviation & Space Journal.
