Luca Catti

Biography

Luca Catti is Head of the Innovation and Digital Workplace Services Area of the Emilia-Romagna Region, where he coordinates digital transformation initiatives, organisational innovation, IT service evolution, and the adoption of emerging technologies in support of public administration. He deals with innovation governance, digital service management, data valorisation, and the development of organisational models oriented towards efficiency and service quality. In recent years, he has focused his activity on the topics of artificial intelligence and its responsible application in the public sector, contributing to the dissemination of approaches based on European principles of transparency, security, accountability, and human oversight. In this context, he participates in the European project BETTI - Better Governance for Trustworthy AI, an Interreg Europe initiative dedicated to developing models, tools, and practices for the adoption of trustworthy AI in public administration. He is also involved in nationally and European-level projects dedicated to territorial resilience. Among these is REG4IA-TER, an interregional hub that experiments with the use of artificial intelligence, geomatic analysis, and supercomputing for territorial monitoring, natural risk prevention, and civil protection support. He also contributes to the European project FLOODS & DROUGHTS, funded by the Digital Europe programme, aimed at developing solutions based on Generative Artificial Intelligence to improve the prevention and management of extreme events such as floods and droughts, through the integration of environmental data, forecasting models, and advanced decision-support tools. His activity is situated at the intersection of technological innovation, public governance, and European cooperation.
